I get a loud burst of noise when turning the phantom power on on my VoiceMaster Pro. Is this normal?

This owing to the capacitors charging and is normal. We suggest making sure your monitors are muted when switching on phantom power or when switching the unit on with phantom power switched in. Note that the VoiceMaster Pro should be the first bit of gear in your set up that you turn on and last you turn off so as to avoid loud signals going through your system whilst it is powered up.
